Chairperson and Adviser

  • Sets the policy directions of the LGRC;
  • Acts on the recommendations from the MSAC, LGRC Manager, Core Team Members and/or Service Facilities;
  • Spearheads the building of alliances and partnerships with other partner institutions for a more effective and efficient LGRC in the National Capital Region.

Core team

  • Oversees the day-to-day operations of the Center;
  • Ensures the integration of knowledge management in processes and systems of the LGRC;
  • Provides mechanism in ensuring that facilities are mainstreamed in the DILG – NCR operations;
  • Identifies and implements action related to the organizational development of the LGRC and its knowledge workforce.

COORDINATORS

  • Coordinates with the national LGRC and other regional LGRCs on knowledge management initiatives;
  • Coordinates with all regional operating units the effective and efficient implementation of knowledge management activities of all service facilities;
  • Monitors and consolidates the Service Facilities’ plans and accomplishments into an LGRC Work Plan and Regional Accomplishment Report.

CAPACITY DEVELOPMENT FACILITY

  • Coordinate and facilitate the delivery of quality, strategic, and responsive capacity development interventions on local governance and organizational development;
  • Design relevant training modules/courses, learning methodologies, and capacity development materials for the LGUs and for the LGRC;
  • Development of capacity-building materials;
  • Perform referral services to and forge partnerships with the Pool of Coaches, Local Resource Partners, and Institutions for the implementation of capacity development activities;
  • Work closely with the other LGRC Facilities to ensure harmonized implementation of LGRC-NCR activities; and
  • Prepare the Facility Work Plan and Quarterly Accomplishment Reports.

LINKAGE FACILITY

  • Facilitates partnership and networking with various institutions and partners that play a key role in the operation of the LGRC;
  • Conducts Regional Partners’ Network Mapping and administers Partners’ Engagement Evaluation;
  • Facilitates engagement and forging of partnerships with other local governance stakeholders for the effective and efficient delivery of capacity development programs in the region;
  • Ensures proper coordination, convergence of initiatives, and harmonization of programs with government stakeholders and Local Government Leagues;
  • Provides partner stakeholders access to a ;
  • Acts as the LGRC’s focal point for the Multi-Stakeholder Advisory Council (MSAC)- National Capital Region;
  • Works closely with the other LGRC Facilities to ensure harmonized implementation of LGRC activities; and
  • Prepares the Facility Work Plan and Quarterly Accomplishment Reports.

In addition to the above functions, the Linkage Facility – International Relations Team, in advancing its Borderless Bridging campaign, shall assume the following functions:

  • Explores partnerships and networking with various international institutions and partners that contribute to the further advancement of the principles of LGRC and knowledge management;
  • Facilitates engagement and partnership building with global institutions in developing stakeholder capacity development interventions;
  • Provides international development partners with access to local trainers, subject matter experts, and local governance experts;
  • Facilitates the identification and proposal of areas of integration to harmonize programs that benefit the advancement of the interests of both the LGRC NCR and its international ;
  • Serves as linker of local and international development partners that work toward a common governance area and,
  • Acts as a co-organizer of international organizations for international education initiatives, which provide an avenue for participating delegates to learn firsthand about the innovations and best practices that drive inclusive and sustainable development around the world.

PUBLIC EDUCATION ON GOOD GOVERNANCE, DEVELOPMENT AND CITIZENSHIP FACILITY

  • Promote good local governance practices and innovations among general public;
  • Facilitate the conduct of conferences, round table discussions on exemplary practices, tools and other processes, cases, policy issues and other government trends;
  • Ensure partnership endeavors with the media and other stakeholders for public education;
  • Develop content for education campaign materials including content development, press release and media kits on the Department’s major thrusts and programs;
  • Manage the publication and dissemination of periodic newsletters;
  • Work closely with the other LGRC Facilities to ensure harmonized implementation of LGRC activities; and
  • Prepare the Facility Work Plan and Quarterly Accomplishment Reports.

MULTI-MEDIA KNOWLEDGE AND INFORMATION FACILITY

  1. Functions of Social Media Content and Management Service (SocMed):
  • Maintain and update LGU and local governance databases, audio-visual materials, and other related KM products;
  • Compile exemplary and replicable practices on local governance;
  • Serve as the custodian of the LGRC documents (i.e. partnership agreements,post-activity reports, incoming/outgoing documents, etc.)
  • Design, prepare and/or update regularly the Library Catalogues, e-Library and Websites;
  • Assist clients in accessing the LGRC Website, databases, e-Library and LGU portals;
  • Establish an internal-control system/data protocol for web content and its development;
  • Ensure timely and regular posting of information/ content from resources;
  • Establish and develop processes and policies for consistent and sustained production of social media content;
  • Conduct regular inventory of all equipment and knowledge products of the Center and keep an updated record in coordination with the designated librarian;
  • Establish a system of control for all borrowed materials from the Center;
  • Work closely with the other LGRC Facilities to ensure harmonized implementation of LGRC activities;
  • Prepare the Facility Work Plan and Quarterly Accomplishment Reports; and,
  • Design and prepare IEC Materials on LGRC activities and services;

D.2. Functions of Information Technology (IT) Management and Infrastructure:

  • Develop and manage internal systems;
  • Manage the existing information networks, databases, and software applications of the LGRC including the conduct of periodic reviews to assess how these systems meet the needs of the organization and its knowledge workers;
  • Design, prepare and /or update the Regional Website;
  • Develop ICT Plan for the Regional Office;
  • Develop and monitor online community tools (social networking) such as message boards, feedback forms, surveys, software and hardware related to the internet specifically for the Department’s PPAs.
  • Provide ICT support and technical assistance to all operating units; and,
  • Coordinate with all heads of the divisions/units and offices within the Regional Office and take their inputs to improve the technology solutions, implementation, and adoption.

CIVIC INNOVATION FACILITY

  • Coordinate and facilitate the development of new systems and procedures and/or enhancement of existing processes of the LGRC for simplified and streamlined operations;
  • Develop innovation-focused and inclusive approaches in solving repetitive organizational concerns affecting the efficiency and productivity of the LGRC;
  • Initiate significant LGRC reforms aimed at refining the processes towards positive outcomes for the internal organization and its clientele;
  • Review and facilitate the development and update of the framework, roadmaps and plans of LGRC;
  • Develop and administer assessment tools and procedures to identify field offices, LGUs and partner stakeholders’ readiness for knowledge management;
  • Ensure veracity and promote privacy protection by fact-checking information on knowledge management products produced by the LGRC to assess information quality; (This may be under the Legal Support Services)
  • Prepare the Facility Work Plan and Quarterly Accomplishment Report.

MANAGEMENT AND LEGAL SUPPORT SERVICES

  • Provide administrative, and logistical support services for the effective and efficient implementation of the LGRC activities;
  • Work closely with all LGRC Facilities to ensure harmonized implementation of KM activities; and
  • Provide inputs in preparing the Regional LGRC Work Plan and Quarterly Accomplishment Reports.
